But the martial celebrations also obscured simmering tensions inside the Kremlin and within Russian society.<\/p>\n\n\n\n<p>At first glance, this year\u2019s parade in Red Square was the usual well-choreographed display of military might: Over 9,000 military personnel took part, including a thousand currently serving in what Russia still calls the \u201cspecial military operation\u201d \u2014 the official euphemism for the full-scale invasion of Ukraine. The mechanized column was led by a World War II-era T-34 tank, a symbol of the Soviet victory over Nazi Germany in World War II.<\/p>\n\n\n\n<p>May 9 is more than a day for commemorating the over 25 million Soviet soldiers and civilians who died during World War II.<\/p>\n\n\n\n<p>Under Putin, the Russian state has elevated collective remembrance of the war to something resembling a secular religion. It\u2019s a day of high solemnity: in recent years, Russians have taken part in \u201cImmortal Regiment\u201d marches, carrying pictures of family members who served in the war. Putin \u2014 who has made \u201cpatriotic education\u201d a priority \u2014 traditionally lays flowers at the Tomb of the Unknown Soldier.<\/p>\n\n\n\n<p>But since&nbsp;<a href=\"https:\/\/www.cnn.com\/world\/europe\/russia\" target=\"_blank\" rel=\"noopener\">Russia<\/a>&nbsp;launched its full-scale invasion of Ukraine, the massive military parade has been somewhat downsized. Last year, the usual fly-by of military aircraft over Red Square was cancelled, and this year\u2019s parade only featured one tank, the T-34 museum piece. All its participants \u2014 those who are on the front line, on the line of combat contact \u2014 are our heroes. We bow to your perseverance and self-sacrifice, dedication. And Defense Minister Sergei Shoigu, Ivanov\u2019s boss before his ouster from his ministerial post, played his usual role in this year\u2019s Victory Day parade, reviewing the troops and reporting to Putin before the president\u2019s speech.<\/p>\n\n\n\n<p>Kremlinologists can draw few conclusions from Shoigu\u2019s performance on May 9. But the arrest of Shoigu\u2019s prot\u00e9g\u00e9 has led to speculation about&nbsp;infighting at the highest echelons of power&nbsp;and cast an uncomfortable spotlight on what observers see as a culture of rampant graft inside the Russian military.<\/p>\n\n\n\n<p>As the Russian defense ministry\u2019s construction boss, Ivanov was responsible for overseeing projects such as the rebuilding of the shattered Ukrainian port city of Mariupol, which was obliterated by Russian forces in 2022.<\/p>\n\n\n\n<p>The reconstruction of showcase apartment blocks in Mariupol has been a fixture of Russian government propaganda: Putin famously&nbsp;<a href=\"https:\/\/www.cnn.com\/2023\/03\/19\/europe\/putin-mariupol-visit-icc-intl-hnk\/index.html\" target=\"_blank\" rel=\"noopener\">paid a visit<\/a>&nbsp;to the occupied city last spring as part of a PR campaign.<\/p>\n\n\n\n<p>But a visual investigation by&nbsp;<a href=\"https:\/\/ig.ft.com\/mariupol\/\" target=\"_blank\" rel=\"noreferrer noopener\">the Financial Times<\/a>&nbsp;pointed to shoddy workmanship in Mariupol, underscoring speculation that the reconstruction funds were being siphoned off by Russian companies that had won government construction contracts.<\/p>\n\n\n\n<p>Ivanov is under US and EU sanction for his role in the war on Ukraine. But the lavish lifestyle of his ex-partner \u2014 who has an upscale Parisian address and enjoys the slopes at Courchevel&nbsp;\u2014&nbsp;<a href=\"https:\/\/www.cnn.com\/2023\/04\/24\/europe\/russia-svetlana-maniovich-timur-ivanov-sanctions-intl\/index.html\" target=\"_blank\" rel=\"noopener\">has been extensively scrutinized<\/a>&nbsp;by the&nbsp;Anti-Corruption Foundation (ACF), the investigative outfit founded by Russian opposition leader&nbsp;<a href=\"https:\/\/www.cnn.com\/2024\/02\/16\/europe\/alexey-navalny-dead-russia-prison-intl\/index.html#:~:text=Jailed%20Russian%20opposition%20figure%20Alexey%20Navalny%20dies%2C%20prison%20service%20says,-By%20Anna%20Chernova&amp;text=The%20CNN%20Film%20chronicling%20the,and%20is%20streaming%20on%20Max\" target=\"_blank\" rel=\"noopener\">Alexey Navalny<\/a>, who died in a Russian prison north of the Arctic Circle earlier this year.<\/p>\n\n\n\n<p>Russia\u2019s political opposition \u2013\u2014&nbsp;which under Putin has largely been sidelined, marginalized or chased into exile \u2014 is still reeling from the death of Navalny.<\/p>\n\n\n\n<p>But Navalny\u2019s investigative foundation has pressed ahead with its relentless focus on corruption in Putin\u2019s Russia.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/ap24130305736883.jpg?q=w_1110,c_fill\" alt=\"Putin said Russia was going through a &quot;difficult, transitional period&quot; at the event.\"\/><\/figure>\n\n\n\n<p>Putin said Russia was going through a &#8220;difficult, transitional period&#8221; at the event.&nbsp;Stanislav Krasilnikov\/Sputnik\/AP<\/p>\n\n\n\n<p>In recent weeks, ACF chief investigator Maria Pevchikh has managed to dominate much of the Russia conversation online with the release of&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=-_wMvLpOnPQ\" target=\"_blank\" rel=\"noreferrer noopener\">a documentary series<\/a>&nbsp;called \u201cThe Traitors,\u201d which traces the origins of Putin against the background of the political and economic free-for-all in the Russia of the 1990s. Corruption, goes the argument, is the original sin of modern-day Russia.<\/p>\n\n\n\n<p>But that\u2019s not the message Putin is projecting on Victory Day.<\/p>\n\n\n\n<p>Despite the heavy losses of men and equipment on the battlefield in Ukraine,&nbsp;<a href=\"https:\/\/www.cnn.com\/2024\/02\/14\/europe\/russia-sustain-war-effort-ukraine-analysis-intl\/index.html\" target=\"_blank\" rel=\"noopener\">defense spending<\/a>&nbsp;has buoyed the Russian economy. Putin\u2019s technocrats have deftly managed the economy amid international sanctions, returning the country to GDP growth.<\/p>\n\n\n\n<p>But Russia\u2019s economy&nbsp;remains<strong>&nbsp;<\/strong>famously inefficient and corrupt. Prestige projects \u2014 such as the&nbsp;<a href=\"https:\/\/www.cnn.com\/2014\/01\/20\/sport\/russia-sochi-putin\/index.html\" target=\"_blank\" rel=\"noopener\">2014 Sochi Olympics<\/a>&nbsp;\u2014 have long been marred by allegations of corruption and favoritism, especially when it comes to the award of contracts. And the living standards of ordinary Russians are&nbsp;<a href=\"https:\/\/www.cnn.com\/2024\/01\/29\/europe\/russia-sanctions-putin-ukraine-economy-intl\/index.html\" target=\"_blank\" rel=\"noopener\">a secondary consideration<\/a>&nbsp;in Putin\u2019s wartime economy.<\/p>\n\n\n\n<p>Viewed through that lens, this year\u2019s Victory Day in Moscow was more of a feel-good exercise, presenting contemporary Russia as the opposite of the \u201990s: proud, militarily strong, pressing inexorably forward.
